Mossi Is to Blame for the Suffering That the People Go Through in Maracas Municipality

Mayor Mossi-oa-Tunya is largely to blame for the suffering experienced by the people of Maracas Municipality. As the overall leader and custodian of the public good, he is expected to promote development, protect public resources and ensure that the people receive quality services. However, Mossi presides over a corrupt administration in which public resources are misappropriated, municipal projects are poorly executed and citizens are denied transparency and accountability. He suppresses innovation and freedom of information, intimidates those who challenge his authority, abuses his office and protects corrupt allies. His actions and failure to control the corrupt system therefore contribute significantly to the suffering of the people of Maracas Municipality.

1. Mossi Presides Over Corruption and Shoddy Municipal Works

Mossi presides over corruption and shoddy municipal works, thereby denying the people of Maracas quality infrastructure and services. The situation comes to light when The Samaritan App exposes the poor state of municipal affairs and Mossi himself acknowledges that he is accused of "inflating the cost of projects and presiding over shoddy municipal works." As the overall leader of the municipality and the custodian of the public good, Mossi cannot escape responsibility for what happens under his administration. Indeed, Nicole reminds him that "the buck stops with you." Mossi tries to shift the blame to his deputy, Ramdaye, who is the Municipal Secretary for Physical Infrastructure. Ramdaye uses his position to ensure that companies owned by himself or his relatives receive tenders for roads, bridges, pavements, drains and watercourses. The contractors do little meaningful work and "simply misappropriate the funds." In the case of secondary roads, only a few kilometres are dug up and levelled before old black oil is poured on them and the work is presented as tarmacking. The roads consequently resemble "part of an abandoned battlefield where bombs were detonated," and even tractors get stuck in them, yet the council pays "top dollar" for the work. When Nicole challenges Mossi about his responsibility, he blames Ramdaye, but his response does not absolve him because he is the overall leader. The outcome is that taxpayers' money is wasted while citizens are left with dangerous and impassable roads and poorly executed public projects. Economic activities are disrupted, transportation becomes difficult and the people fail to receive value for their taxes. Thus, Mossi's failure to control corruption and ensure quality municipal works directly contributes to their suffering.

2. Mossi Suppresses Innovation and Transparency

Mossi suppresses innovation and transparency because he fears that The Samaritan App will expose corruption in his administration. The situation arises when he is invited to Sagrada Secondary School to launch the App and recognise its young innovators, Alvita and Montano. The App is designed to promote the public good by enabling citizens to expose corruption and other vices and to agitate for the prosecution of those responsible. The innovation has already received approval from senior Ministry of Education officials and experienced software engineers. Instead of supporting such a beneficial initiative, Mossi refuses to launch it, claiming that it could have "far-reaching implications" for the social, economic and political life of the municipality. He orders Nicole to write to Ministry officials expressing his reservations and instructs Nicole and Principal Narine to halt activities connected with the App. He later supports attempts to ban the App and even considers having computer experts interfere with it. Nicole and Narine, however, refuse to surrender completely to his pressure, while the App continues to expose wrongdoing. The outcome is that Mossi's suppression of innovation denies citizens an important platform for promoting accountability and exposing corruption. It also allows corrupt leaders to operate with less public scrutiny, thereby worsening poor governance and increasing the suffering of the people.

3. Mossi Suppresses Freedom of Information by Controlling the Media

Mossi suppresses freedom of information by attempting to control the media and prevent citizens from learning about corruption in their municipality. The situation develops when The Samaritan App exposes the dirty dealings of the municipal leadership, and the information begins appearing in newspapers. The reports are extremely damaging because they portray the municipal leadership as corrupt and expose the "rot" within the municipality. The crisis becomes so serious that Mossi convenes an urgent meeting with his allies to find a way of containing the revelations. He orders Harvester to buy all the newspapers as early as possible so that members of the public will not access the damaging reports. He also supports efforts to ban The Samaritan App, asks Harvester to issue a circular about the ban and later wants computer experts to interfere with the App. In addition, he asks Harvester to prepare press statements to counter the allegations and intends to hold regular press conferences to create a favourable image of the municipality. However, the information continues to spread through The Samaritan and the mainstream media. The outcome is that Mossi wastes public resources trying to conceal corruption instead of addressing the problems affecting citizens. His attempt to control information also denies the people their right to know how their municipality is being governed. Consequently, corruption is allowed to continue and citizens are deprived of the information they need to demand accountability.

4. Mossi Intimidates Nicole and Principal Narine

Mossi uses intimidation to silence Nicole and Principal Narine because their involvement with The Samaritan App threatens to expose his administration. The situation arises after Mossi refuses to launch the App and realises that its purpose is to expose corruption and other vices in the municipality. The App is therefore a threat to leaders who have "skeletons in the closet" and want to conceal their misdeeds. Instead of engaging Nicole and Narine through reasoned dialogue, Mossi uses his authority and threats to force them to abandon the innovation. He orders Nicole to communicate his reservations to the Ministry and demands that activities related to the App be stopped. He also threatens Principal Narine because of her support for the project. Nicole, however, remains firm and refuses to surrender the App or compromise her principles. Mossi later tries other methods, including pleading, bribery and eventually direct threats, but Nicole remains resolute. The outcome is that Mossi creates fear among those who wish to expose corruption and discourages citizens from speaking out. Although Nicole remains courageous, other citizens may be afraid to challenge the leadership, allowing corruption and poor governance to continue.

5. Mossi Intimidates His Political Opponents and Uses Violence to Maintain Power

Mossi intimidates his political opponents and uses his political machinery to suppress opposition rather than accepting democratic criticism. The situation arises when his leadership comes under increasing pressure from opponents who seek accountability and when plans are made to challenge his position through constitutional procedures. Mossi's administration is already facing public criticism because of the revelations made through The Samaritan App. Instead of addressing the concerns raised by the opposition, he resorts to intimidation and political violence. He uses Bembe and the Red Eagle network to create fear and directs his allies to mobilise youths and resources for activities intended to cause mayhem. He also seeks to make the municipal headquarters hostile to his opponents. When his opponents continue challenging him, Mossi's reaction is to increase pressure and use his political machinery rather than engage in constructive dialogue. The opposition and citizens resist these attempts to silence them, while The Samaritan continues to expose the rot in the municipality. The outcome is that the people live in an atmosphere of fear and insecurity. Democratic participation is weakened because citizens may be afraid to attend meetings, express dissent or demand accountability. Instead of solving the problems facing Maracas, Mossi prolongs the people's suffering by choosing intimidation over good governance.

6. Mossi Intimidates and Blackmails Justice Jaden

Mossi abuses his political influence by using compromising information to manipulate Justice Jaden. The situation arises when the municipal leaders are trying to protect themselves from scandals and revelations that could lead to legal consequences. Justice Jaden is connected to the Rodengate Affair, in which Prime Orchard Farm is implicated in introducing rodents that undermine local corn production, thereby creating a market for imported grain. The scandal becomes particularly serious because the case involving the farm eventually comes before Jaden, who rules that the occurrence of pests is a natural phenomenon rather than blaming the farm. Mossi knows about the affair and uses the information as political leverage. The leaders discuss the scandal and the threats surrounding its exposure, while Jaden becomes visibly apprehensive. Mossi's willingness to use such compromising information demonstrates how he manipulates institutions to protect political interests. The outcome is that the independence and integrity of the justice system are undermined. When powerful leaders can use scandals and threats to influence judicial officers, ordinary citizens cannot have confidence that justice will be administered fairly.

7. Mossi Abuses His Office Through Municipal Capture and Shields Bembe

Mossi abuses his office through municipal capture, described in the text as the worst form of corruption and abuse of office, because he allows private and political interests to influence the running of public institutions. The situation arises in a municipality where powerful leaders use their positions to advance personal interests rather than serve citizens. Mossi is accused of municipal capture and admits that he has his own "skeletons in the closet." His relationship with Inspector Bembe further illustrates this abuse of office. Bembe is associated with corruption and abuse of power, yet Mossi works with him and uses him to advance his political interests. The two operate in a mutually beneficial relationship: Mossi protects Bembe from accountability, while Bembe provides the coercive support Mossi needs to intimidate opponents and protect his position. When Nicole and The Samaritan expose the misconduct of the municipal leadership, Mossi does not allow independent accountability to take its course; instead, he attempts to protect the system and the people within it. The reaction of characters such as Nicole is resistance, as she refuses to cooperate with Mossi's attempts to conceal the truth. The outcome is that public institutions are captured by a network of self-serving leaders. Citizens lose confidence in government, corruption becomes entrenched and public resources are diverted from the common good.

8. Mossi Uses Bribery and Manipulation to Protect Himself

Mossi resorts to bribery and manipulation when intimidation fails to silence those exposing his misconduct. The situation arises after The Samaritan App has published information that casts him and other municipal leaders in a negative light. Mossi realises that the information cannot easily be suppressed and therefore seeks Nicole's assistance. He visits her and attempts to persuade her to help eliminate incriminating information from the App. Mossi offers money to Nicole and the young innovators, Alvita and Montano, claiming that "everybody needs money." Nicole refuses the offer because she believes that accepting the money would compromise her integrity. When his appeal and bribery fail, Mossi changes his approach and orders Nicole to delete every post that casts him in a negative light. He later attempts to lure her with a senior position in the municipal council, promising that things will change. Nicole remains firm and refuses to compromise. The outcome is that Mossi's attempts to conceal his wrongdoing fail, and the truth continues to emerge through The Samaritan and the media. His corrupt methods also demonstrate how his selfish leadership denies citizens honest and accountable governance.

Conclusion

In conclusion, Mayor Mossi is largely responsible for the suffering experienced by the people of Maracas Municipality. His responsibility arises not only from the corrupt acts he personally commits but also from his position as the overall leader who fails to control corrupt officials and, at crucial moments, protects and uses the corrupt system for his own political survival. He presides over inflated project costs and shoddy municipal works, suppresses The Samaritan App and freedom of information, intimidates Nicole, Narine and his political opponents, manipulates public institutions and uses bribery and blackmail to protect himself. His conduct creates an environment in which corruption thrives while citizens suffer from poor infrastructure, insecurity, lack of transparency and inadequate services. Therefore, Mossi's selfish and abusive leadership is a major cause of the suffering experienced by the people of Maracas Municipality.
