In the play "Parliament of Owls," characters like Royal Owl and Money Bags use their authority to enact unfair laws and harm others. They manipulate and employ violence to control the kingdom. However, in the end, their actions lead to their downfall.


The king, Royal Owl (Tula Nyongoro), epitomized this oppressive leadership. He ignored the plight of non-owl birds and enacted discriminatory laws that favored owls. The Moonlight bill had his blessings, and he eagerly awaited to hoot congratulatory messages once it became law. The owls were forced to pass the bill, which was hurriedly approved. Money Bags was elated because the will of His Majesty Royal Owl had prevailed. A celebration party was even organized to commemorate the Moonlight Law. Royal Owl even suggested extending the Moonlight party to Arum Tindi's graveside to celebrate the passing of the Moonlight Bill as they mourn Arum Tindi, whom he declared a hero posthumously. It was clear that he sanctioned his elimination since when he visited his grave, he laughed hysterically as he crowned him a hero. He even suggested that Arum Tindi was an enemy to his rule for taking his word for granted. He told Money Bags that the gods had chosen them to rule because of their intelligence and confessed that the owls relied on propaganda and lies to rule the kingdom. They made ordinary owls believe they were surrounded by enemies outside the kingdom. He further stated that there were only two tribes of birds - owls and other birds - with the other birds perceived as enemies of the kingdom. His reign of impunity was ultimately challenged and overthrown by Oyundi and the day birds, culminating in his removal from power and the establishment of a new order under Oyundi's leadership. Oyundi revealed that every time he played Osongos flute, nightmares attacked the owl and had been in the last six days.


Money Bags, another key figure, epitomized corruption and manipulation within the owl hierarchy. He exploited his position to manipulate laws in favor of owls, engaged in corrupt practices to enrich himself, and orchestrated plots against dissenters like Arum Tidi. His downfall came when Oyundi exposed his treachery, leading to his execution on orders from Royal Owl, thereby symbolizing justice served against corruption and betrayal.


Arum Tidi, once complicit in spreading owl propaganda and facilitating unjust laws, met a tragic end at the hands of Money Bags and Red String. When Tel Tel refused to use the owls to spread lies and propaganda, he replaced her. He had to convince the birds to believe that the Moonlight Law would benefit all birds. He thought this law would protect the hornbills too. He even suggested that the owls come up with a law that bans the hammering to punish Tel Tel. He did not hesitate to say that Tel Tel should be arrested. In return, he would have an opportunity to dine with Royal Owl for the next seven nights. He believed that the owls would work closely with the hornbills to bring about unity among the night birds and omnivores. Money Bags and Red String planned to use and abandon Arum Tidi. They planned to send him to the gallows because he already knew too much. When Money Bags suspects Arum Tidi of acting against their interests, he orders Red String to take him to the Water Stone point and leave him there. His crime was singing a freedom song at a time when the birds are planning to stage a struggle for freedom against the owls and leaking confidential information to the parrots about a secret activity within the kingdom. He is labeled a traitor. Arum Tidi was found dead. His body was floating in the river. It is rumored that he killed himself by viciously attacking his reflection causing him to bleed to death. There was no ambulance to take him to hospital. Nightingale was under instructions not to use the ambulance seven nights after the passing of the Moonlight Law. Arum Tidi was killed because he had a damning dossier on a serious scandal which implicates Money Bags and Royal Trees. Money Bags went ahead to warn all birds against speculating about the death of Arum Tidi. He chose to work for Money Bags and this led to his untimely demise.


Olik Tiga is used by Owls to oppress the birds. Before the passing of the law of the Law of Bird protection, Money Bags had secretly awarded the tender to Olik Tiga. Black String presented a bill in parliament to give Olik Tiga, an animal with teeth, citizenship. The argument was that Olik Tiga was just another lovely night bird. He is supposed to inspect the birds nests when the sun is up and when it is down. He is blind and this is to the advantage of the owls who have plans to loot the birds' eggs as they search their nests. He is also contracted by Money Bags to offer security to the parliament of owls. When birds planned a demonstration protesting the Moonlight Law and other laws parliament has passed before Money Bags orders Black String to get Olik Tiga and the bat army to provide security to the parliament since they can bite the other birds. He says the bats are blind to sympathy, whining of the other birds, and the moonlight and that is why they will properly deal with birds protesting. The enforcer of oppressive laws like the Birds Protection Law and the Moonlight Law, enforced state brutality through raids and intimidation. During the revolution led by Oyundi and the day birds, Olik Tiga and the bat army met their end. Royal Owl decided to sentence all bats to life imprisonment for being accomplices to Money Bags' act of treason and breaking Privacy Laws. This is after learning that the bats have the ability to read his mind. They were later poisoned and their carcasses fed to the python marking the dismantling of mechanisms used to suppress freedom and dissent.


Similarly, Python employed as a tool of fear and intimidation by the owl regime, symbolized state repression. Python is a friend of the owls. They use him to punish their enemies in the kingdom. They tie their enemies and throw them into python's cave to be devoured. When Royal Owl realizes that he has been dethroned by the cunning Oyundi he ordered the police owl to arrest her and send her to python's land. He wants the police owl to feed her to python. He was shocked to learn that python was long dead. He ate poisoned carcasses of bats. His removal during the revolution signified the liberation from fear and the dismantling of oppressive structures that stifled bird autonomy and unity.


In conclusion, this essay explores how choices bring consequences, showing that in life, actions often have repercussions.
