Analysis of the title Parliament if Owls by Adipo Sidang

The title "Parliament of Owls" in the story represents a powerful group of owls who control the bird kingdom. The Parliament is led by King Tula Nyongoro and his advisors like Money Bags, Socialite Owl, Black String, and One-Eyed.

The title "Parliament of Owls" carries a deeper message in the story. It represents the presence of darker themes such as insecurity, betrayal, injustice, and even murder.

The title makes reference to the rule of the owls. The bird kingdom is led by king Tula Nyongoro.He is assisted by Money Bags and Socialite Owl, Black String and One-Eyed.

These owls make laws and enforce them to control all the birds in the kingdom. They pass bad laws that favour the owls (page 3,6).The owls break the same laws made by their parliament.Red String defends this impunity by saying the laws are there to be broken( page1,5).

The laws the parliament has passed to favour the owls include The Moonlight Law, The Fried Frogs for the Owls Law ,the Law that created the Royal Trees page (52) and the Privacy Laws( page 122,124).

The owls feel they are the only birds entitled to rule because they have the largest eyes (page 3) and Royal owl was chosen by gods to lead the birds (page 49). Royal Owl tells Money Bags that the gods chose them to rule the birds kingdom because of their intelligence (page 57).

The parliament belongs to the owls. only.Money Bags says the parliament is the revered House of owls, only for the choosen few( p48). It is guarded by Olik Tiga and the police owl ( page 59,60) Even veteran P must get a pass or clearance from the police owl before accessing parliament.

Osongo is optimistic that a time is coming when the bird leadership of the owls will come to an end and all birds will have a sane parliament( page 2).

The birds are rehearsing the freedom song( page 13).The birds demonstrate.They are coming to protest against the moon light Bill right outside parliament (p31).Iron Lady and  Feathered Beak and Straight -Eyed risk their lives to ensure there is good governance in the kingdom (page 34).

This parliament has perfected the art of propagating.Royal Owl tells Money Bags that they create impressions by weaving conspiracy theories and propaganda.They create ideas, then create impressions then make these impressions look real even though they are not real.They make the ordinary owls believe they are sorrounded by enemies from outside the kingdom and that is how they are able to rule (page 56)

 Tel Tel and Arumi Tidi have in the past been used by the owl to spread propaganda to ensure birds buy the owls lies. Tel Tel who used to propagate for the owls changes tune  and decides to stand with the other birds (page 6). She refuses to mislead day birds or any other birds with lies despite the threat on her life and freedom ( p10, 14).She refuses to spread propaganda anymore,especially on behalf of the wicked parliament of owls( page 11).

The owls leadership is characterised by assassinations.Money Bags and Red string have plans to use and dump Arum Tidi.They plan to send him to the gallows for he already knows too much( page 36, 38,125) When Money Bags suspects Arum Tidi of acting against their interests ( page 42) he orders Red String to take him to the Water Stone point and leave him there( page 43).His crime was singing a freedom song at a time when the birds are planning to stage a struggle for freedom against the owls. Hecis labelled a traitor (page 72). Arum Tidi is found dead.His body has been floating in the river.It us said that he killed himself ; he was fighting his own reflection.He bled to death.There was no ambulance to take him to hospital-Nightingale was under instructions not to use the ambulance seven nights after the passing of the Moonlight Law (page 61). Money Bags and Royal Owl went ahead to warn all birds against speculating about the death of Arum Tidi page(69).

Sparrow, Weaver, Ostrich, Guinea Fowl, Parrot, Crested Crane and other birds have formed a coalition to save the kingdom.  The coalition is led by Oyundi ,the fire -finch (page 11).There is unrest in the kingdom.Night birds are planning demonstrations at parliament or Royal trees (page 44, 51). They want to protest the laws parliament has passed before which only favour the owls.Money Bags orders Olik Tiga to provide security.He is also counting on the support of the crows and the vultures which is not guaranteed since he short- changed the vultures and grabbed thevsacred trees from thecrows and converted it into his secret surveillance tower controlled byOne-Eyed abd his son.The crows have always veen bitter especially ten families that were displaced( page 46). Money Bags orders Black Stings to deal with the renegade owls in a bid to tame the demonstations.He also declares Oyundi who has since gone missing a  wanted bird,dead or alive (page 47).

Oyundi learns about the royal secret sorrounding the The golden bead. She appears to Money Bag in his dream and and tells him of the birds plan to take over parluament and create an institution that believes in the rights of all birds.The birds will abandon all laws that have been passed to favour owls. They will kick out the mercenaries out of the kingdom and deal with python and Olik Tiga (page 52). The birds will also seize parliament of Owls ,all parliament trees and Royal Trees before sunrise.The birds are tired if their hooting and looting (page 58). And the owls shall be charged in the courts  for all the sins they have committed against birds and the judge shall be Osongo( page 59).

Oyundi trick the Owls into arresting her. She has hatched a plan with the help of Nyakarondo on how to kick out the owls from parliament and build a new institution and call it The Fock of Birds. M  oney Bags is so gullible to think Oyundi has run out of tricksand that us why she finally surrendered.When arrested pleads for amnesty.She even signed a pact with the Royal Owl to unite the divided kingdom . Red Strings reports that Oyundi will be the first bird to join the parliament of owls and will be in charge if the simplificatiob of complex laws tobday birds (page 79). 

While in custody Oyundi finds out about the secrets of the owls.She observes that the watchtower owl hoots twelve times at midnight. She orders Tel Tel to look for the mysterious golden bead in the royal trees wuth the help of Itit Mach the firefly.Tel Tel allows herself to be arrested in order to accomplish the task( page 84)

The struggle for freedom gains momentum The hornbills are more than ready to join in especially after the death of Arum Tidi (page 87).The vultures too support the struggle since Royal Owl betrayed them so any bird that is an enemy of Royal Owl is their friend. Ochongorio confirms that all day birds will fight.Featgerd Beak also cobfirms that all rebel owls will be there (page87).

Oyundi remarks that if the birds want to have a kingdom in which all birds feel comfirtable, safe and secure, with a sense of belonging and identity they must buikd that kibgdom wiith the right material.They must change their laws and gave fair representation in parliament page( 92)

Tel Tel manages to escape from custody( page101 ) During the signing of the Unity pact  celebrations.Day birds and grain-eaters turn out in large numbers a clear confirmation that Oyundi is indeed a force to reckon with (page 108). The Royal Owl will reward any one who will bring Tel Tel to him, dead or alive. Oyundi is made the chief whip for volunteering to bribg Tel Tel( p113). Oyundi shocks everyone by spilling deep secrets of the Royal Owl. Oyundi asserts that Money Bag is a traitor who has been revealingthe secrets if Royal OIw to birds at  night (page117).Tel Tel makes a shocking revelation ,the  Unity pact was going to be Money Bags coronation as the new king. She also reveals that 

Olik Tiga has the ability to read minds and gatger intelligence on behalf of Money Bags his master.Royal Owls stips Money Bags of all his royal titles and state commendations before ordering Police Owls to arrest him and take him away (page 120). He also sentenced all bats abd any other accomplices to Money  Bags to lufe imprisonment (page 122). Oyundi is appointed by Royal Owl as a member if parliament and subsequently, Speaker of the parliamebt of Owls.Iron Lady is made the majority leader (page 121) Oyundi uses his new found power to declare the parliament dissolved.She says the house shall be known as The Flock of Birds and all birds shall be represented. Royal Owls remind her that all powers are exercised through him . Oyundi reminds him that he does not have powers anymore since the golden bead is nolonger in his hands (page124). Oyundi even dipped the bead in the river at the spot where Arum Tidi was murdered abd that signifies the birth of a new kingdom( page 125).His mercenary the bats and python are long dead. The Owls are chased away and Oyundi is made the queen.
